LABOUR INSERTION FOR PERSONS WITH DISABILITY

History
As soon as the Reform to the Code of Work , protects the persons with disability for the access to the employment, and that Fundacion General Ecuatoriana, pioneering in the topic, decides not to be only an observer of these transcendent events for the persons with disability and their integration to the work; but to create the " Integral Service of Labour Insertion for Persons with Disability ".

General Objective
Facilitate the social and laboural integration of persons with disability who have acquired labour competitions, to the labour formal market of Quito and its surroundings, providing necessary supports and making the labour stability possible.

Specífic Objectives

  • To offer Service of Advising to companies located in Quito and its surroundings.
  • To have profiles of skills and labour expectations of the persons with disability who are users of the Service of Labour Insertion.
  • To search and or to make the creation of working places possible, in the formal market.
  • To foment the confidence of the businessman across orientation and information to favor contracting persons with intellectual disability.
  • To facilitate the labour stability of the persons with disability with those who participate, across the ideal performance in the functions and the signing of the labour contracts.
  • To coordinate actions between the company, the "worker" and the family.
  • To do the follow-up of the persons with disability inserted in the working places.
  • To affect in the different actions that are being developed with this topic, at a public or private level.
  • To make the creation of "enclaves" possible.

Activities

  • Analysis of the Labour Market
  • Data Base with the Information of companies that are interested in contacting. (Cápital, Ecuadorian-North American Trade Chamber).
  • Priorization of visits to companies.
  • Meetings in companies to offer the service.
  • advising and Follow-up Agreement.
  • Contact with persons with disability to attend to their requirements of labour integration
  • Coordination of actions of persons with disability evaluation, for obtaining the profile of their skills.
  • Elaboration of Occupational Analyses and Profiles of working places in the companies.
  • Informative chats and awareness to businessmen and workers of the companies which persons with disability join.
  • Follow-up of the authorization process of work contracts of persons with disability.
  • Definition of the adjustments in the working places for the ideal performance of the persons with disability.
  • Follow-up of the labour performance of the persons with disability inserted on the labour market. (Permanent communication with the person with disability, his /her family and the company).
  • Active p articipation in meetings, works, at a public or private level, which they involve the topic of persons with disability labour integration.
  • Recommendations and actions with the companies advised for the future projection of conformation of "enclaves".

Laboural Code

Reformed Law of the Laboural Code
Article 42
"33.- The public or privat employer who has a minimum of 25 employees, is obliged to contract at least, a person with disability, in permanent labours that are considered appropriates in relation with his / her knowledges, physical condition and individual skills, under the principles of equity of genre and diversity of disability, in the first year of force of this Law, from the date of its publication in the Official Record. (...)

This obligation becomes extensive to the companies legally authorized for the tercerización of services or labour intermediation.
